CONSTITUTION
TRI-SERVICES RADIO SAILING ASSOCIATION CONSTITUTION
1. The Tri-Services Radio Sailing Association (Tri-Service RSA) is a Model Yachting Association affiliated club for Serving and Retired Members of the British and World Armed Forces, their respective Reserve Forces and serving Civilian Employees. All sailing will be carried out using the ISAF International One Meter Class yacht.
2. The Association started as the Royal Naval Radio Sailing Association (RNRSA) in 2003 who hosted an annual Inter Services Championships. Due to the interest from members of the Army and RAF the RNRSA was disbanded and the Tri Service RSA was formed in October 2007. In March 2008 it was decided to open the entry to the Military of the World.
MEMBERSHIP
3. Eligibility for Membership of the Tri Service RSA is as follows:
a. Full Members, which will consist of:
(1) Serving and Retired members of the Royal Navy (including the Royal Marines), the Army and the Royal Air Force,
(2) Serving and Retired members of the Reserve and Volunteer Reserve Forces of the Royal Navy (including the Royal Marines), the Army and the Royal Air Force.
(3) Serving MOD civilian employees,
(4) The dependants of serving members of the Royal Navy (including the Royal Marines), the Army and the Royal Air Force. Once a Dependants Serving member retires from the Armed Forces then the dependents eligibility for membership of the association ceases.
(5) Members and dependants of other Nations Armed Forces whilst service on exchange with Royal Navy (including the Royal Marines), the Army and the Royal Air Force.
(6) Members of the Royal Navy (including the Royal Marines), the Army and the Royal Air Force Cadet Forces may be considered for membership of the Association by the Committee.
b. Associated Members, which will consist of:
(1) Serving or Ex- members of the Armed Forces of any nation, their Reserve Forces, the Dependents of Serving Members and serving Military Civil Servants.
4. Full Members and Associated members will be divided into three sections: Royal Navy, Army and Royal Air Force, a member can only join the section in which they are serving or have served, this includes MOD Civilian Employees and Dependants. If a member changes service they must move into the section of their serving service.
5. All membership applications must provide details of service history in order that eligibility can be verified. Any application failing to provide adequate detail will be declined.
6. For insurance purposes all members must have current membership of the Model Yachting Association either via membership of an MYA Affiliated Club including the T-SRSA, or as an individual member of the MYA
COMMITTEE
7. The T-SRSA will be run by a committee that committee will be elected at the AGM and will serve for a period of three years. After three years they will stand down but are eligible for re election.
The Main committee consists of:
- The Commodore,
- The Secretary,
- The Treasurer,
The Sub committee consists of: Three Service Captains
- A Navy Team Captain,
- An Army Team Captain,
- An Air Team Force Captain,
8. The Commodore is responsible for providing policy on the running of the Association. The post will have the casting vote on any matter discussed and voted on by the committee.
9. The Secretary is responsible for maintaining an up to date membership list and is to bring to the attention of the Commodore, the Treasurer and the relevant Service team Captain details of all new applications for membership. After a decision has been made the Secretary is to inform the new member of the decision.
10. The Treasurer is to maintain the association accounts. The Treasurer must seek approval for all expenditure from the Commodore or in his absence the Secretary. Details of expenditure must be recorded in an expenditure log which will be presented at the Annual General Meeting.
11. Service Captains are responsible for disseminating information from the main committee to their respective service members, and should be the conduit for suggestions from their service members to the committee.
Service Captains are free to arrange any single service racing or competition as they see fit provided they bring this to the attention of the Association Committee. Service Captains are not empowered to approve new members to their respective service sections.
12. In order to maintain the Associations affiliation to the MYA, the Commodore, Secretary and Treasure must maintain their membership of the MYA through the Tri Service-RSA.
FEES
13. Tri Service RSA Membership
There will be no annual fees or joining fees. There will be an annual fee for the Championship weekend this amount will be agreed by the committee and published with the notice of race.
MYA fees
For those members wishing to be affiliated to the MYA the relevant fee will be payable to the Treasurer who will arrange for the monies to be paid on time to the MYA.
THE ARMED FORCES RADIO SAILING CHAMPIONSHIPS
14. An Annual Two Day Tri Service RSA Championships will be held each year at our home water in Gosport.
The Committee is to agree a suitable sailing date with the Commodore GMBYC and then arrange and advertise the annual Championships.
Should however the water at Gosport for whatever reason not be available then the committee will source another venue.
15. The Association Committee will seek a suitably experienced Race Officer to run the competition races. The Association will pay any reasonable out of pocket expenses for the Race Officer; these are to be agreed by the Association Committee.
16. The Association are to invite the Commodore of GMBYC and may invite one other skipper to enter the Tri-Service Championships; however they will not be eligible for any of the Association Prizes.
17. The Championships are to be run in accordance with current MYA practice and are to include check weighing of all boats entered. All skippers must also produce for inspection the measurement certificate and their current MYA membership card prior to racing
a. The Association will appoint an Association Measurer approved and certificated by the MYA; in order to do this the measurer must maintain their membership of the MYA through the Tri Service-RSA.
PRIZES
18. The association will fund, maintain and awarded the following prizes annually at the Tri Services RSA Championships:
a. The Armed Forces Cup
presented to the Overall wining individual skipper.
b. The Brickwoods Cup
presented to the overall Champion (must be a full member)
c. The Royal Navy Individual Shield
presented to the top Royal Navy Skipper,
d. The Army Individual Shield
presented to the top British Army Skipper,
- The RAF Individual Shield
presented to the Top RAF Skipper.
f. The Tri-Services Team Shield
To be presented to the wining Service Team, Teams may consists of full members only. Each team will have three skippers all from the same service, services may enter as many teams as they wish
g. The Most Improved Yachtsman presented to the most improved member from the last years regatta. The Service Captains will nominate the winner.
20. The T-SRSA will also fund medals or small prizes to the top 3 place in each of the above categories. These medals or small prizes are to be kept by the skippers.
Annual General Meeting
21. The Association will hold an AGM each year during the Tri-Service championships. The Officers of the Association are to be elected every three years.
The Commodore will produce an annual report
The Secretary will produce a report on the membership standing
The Treasurer will produce a financial statement showing the balance of funds.
Any member wishing to raise issues or points for discussion during the meeting, should ensure that they are received in writing by the Secretary at least 14 days prior to the meeting.
